Confusion over eligible lines regarding add-ons

Hi, I’m having a bit of confusion over the wording in the information on add-on offers.

specifically the part saying that you can only have 1 active contract tech add-on per eligible line, but it doesn’t explain what counts as an eligible line. I have my broadband & home line with BT and my mobile through EE. Since they are partnered companies and a lot of services that BT used to offer have been passed over to EE, does that mean if you took an offer through EE, that you could take up another offer from them as the BT account would count as another eligible line? 
With them being partners I’m just not sure how that part works out. I used to be on BT mobile, but was forced by BT to switch to EE for my mobile after they joined up. Then they switched the tv service over to them as well, so hugely confused by how much crossover and connections there are for any products they offer.
