Exactly as it should be.
You are confusing Gateway address and management interface address, they are 2 entirely different things.
I have added a screenshot of ipconfig i have tried 192.168.8.159 and this will not take me to web interface if i use 192.168.8.1 this takes me to main router interface so how do i get to bt hub web interface ?
By entering whatever address you have given it, 192.168.8.66 presumably.
Doesn't work wont open web interface
What address did you give it and did you save the changes?
192.168.8.66 yes i saved it and disabled dhcp
Try a factory reset of the hub4 and make the changes again.

Only one of two things are possible:
The IP address of the HH4 isn't what you think it is or the two routers aren't actually connected.
Try connecting the PC to the HH4 by ethernet instead of WiFi & see if you get an IP address in the 192.168.8.x range. If you do then you know they're connected. You may be still connecting to the Huawei by WiFi.
If that doesn't work try another ethernet cable in different ports on both routers. If that doesn't work reset the HH4 to factory defaults & start again. Again you need to make sure the address you give it is outside the range of the Huawei's DHCP server. Have you verified what that range is?
To be honest not sure what range is? the gateway on Huawei is 192.168.8.1
