It's an odd one.  Telnet works fine here and from a friend in Yorkshire.  Get this on a BT connection with port 23 after using escape:

I wonder if CGN is being implemented on the connection.  Not sure just how much it would interfere with outgoing requests.  Though if the far end is trying to authenticate the source then there would likely be problems.

Actually I can't ping rainmaker.wunderground.com either so it's probably not accessible to me.  I'm still investigating other possible reasons for my problem but nothing obvious so far.

It doesn't respond to pings, not all sites do.

There are a few other sites you could try listed here

Have you tried using PuTTY rather than command line? Shouldn't be any different but worth trying.

As of yesterday, April 5th, between 1300 and 1430, outbound traffic on port 22 started being blocked for me also. I've been able to demonstrate that it is not my hardware or client devices, and found that I had the same problem when connected to my neighbour's BT homehub (same provider, same street cabinet...)

Wireshark shows outbound packets disappering into the void followed by many TCP retransmissions.

I also called BT Tech Experts, had irrelevant discussions, was told that they have no way of blocking traffic based on port, and that SSH worked at a layer above TCP/IP so they can't do anything with that... and got passed to the Security team who passed me to the Homehub team who passed me to some other very friendly, much more empathetic chap in Swansea who passed me to Openreach which, after I hit '3' for other issues and complaints, dumped the call... I was asked "What do you want me to do?", and told many times that "I can check your BT broadband connection"... which is just *fine*...

Infuriating? I think so...

It's to many hosts - I have a range of hosts to which I can SSH, and I can connect to none of them from my home network.

Can you telnet to any of the sites in message 13? Can you SSH to github.com on port 22?

I can't - I have been through an extensive process - it's any and all sites. I've seen the actual traffic with Wireshark. I've proven it's not just my connection (my neighbour also) - I've really covered the lot - I do this kind of tech as my day job so I've been down the rabbit hole.
