Rerouting cables passing through windowframes

We currently have phone cables passing through two window frames. One of which feeds our current line, and the other in a common stairwell which I think may be redundant. This second will be over 15 years old.

The windows are to be replaced so I need to know how to arrange to move (or remove) the lines.

You would need to contact whoever provides your phone service, and ask them to arrange for Openreach to re-route the cable. There would be a charge for this.
