Are you measuring the speed using an Ethernet cable?
Try turning Smart Setup off.

tried with lan connection and getting 18.71!
so no better, infact worse than my 2.4ghz wifi

That is sync speed, you are measuring download/throughput speed which will always be lower due to protocol overheads.

Try the old hub and see if its the same.
before you switch hub back can you post stats from SH2 advanced settings then technical log information
