I've set the static IP address up on the PS4 as recommended in your link, and in HH4 settings have set up the game/application to point to the IP address of the PS4.
However, the HH4 still shows the same error so I can't save the settings to see if that works.
The only game/application I have setup previously is my NAS and the ports are set up as follows:
..and as you can see nothing in there interferes with TCP 9295
I don`t know then, all I can suggest that you do is to factory reset the home hub, then disable uPnP, and finally setup port forwarding, starting with TCP 9295 first.
If that works, then add the other rules, and see if you get a conflict.
