Do I need an engineer?

I've been in my flat for about 20 years or so.  I had a problem with my phone line (which is being sorted I think), but noticed for the umpteenth time that the jack coming from the ASDL filter has terrible wiring.  There looks to be 4 wires, but only 2 remain still connected.  The other two have "pinged" and freyed away.  It doesn't seem to be affecting my phone or BB, but I feel that it should be repaired.  It's where the wires go into the jack itself.  Do you think I would have to pay a fee to get this repaired?  Any advice would be very welcome.

When you say, 'Jack coming from the ADSL filter' are you referring to the wiring on the filter you plug in yourself  to the NTE5a or LJU or do you have an NTE2000 (SSFP) and are referring to the wiring connected to that?

 

If you are talking about the wires from the NTE5/NTE2000 what colours are the wires, they wouldn't be black and green by any chance because if they are then that is the spare pair and they don't need to be connected.
