Trying a wired phone is just to eliminate your existing cordless (DECT) phone as the problem, ( corded  phones are a lot simpler than cordless ) if you don't have one , you could take your existing cordless phone/base unit and try it in on relative/friend/neighbour's line , just to prove its not faulty, or borrow a known working phone to try on your line, It obviously would be an expensive way to find out your phone was faulty , calling out an Openreach engineer, just for them to try their phone in your socket and find everything is OK, and you get a bill for £100+ for it...chances are the fault will be outside, but for the sake of a few minutes checking , it's worth making sure.
