The £130 activation charge doesn't necessarily mean it's for an Engineer to visit your house and fit a socket...

If there is record of a line being installed they can activate that line as it will be in a stopped status...

You mention it was a commercial premises, so I'm guessing the developer took out the wiring and socket....

I'm 100% confident Openreach will charge BT for the repair visit.... Whether that is passed onto you is a different matter....
 
If the charge is passed on I'd consider passing that onto the Developer who caused the damage in the first place as they sound like the usual two bit builder who does everything on the cheap and leaves unsuspecting homeowners to foot the bill to clear up their shoddy workmanship....
