Isn't Northern Ireland different to the rest if the UK as far as Openreach is concerned ?...what is the reason for wanting the drop wire removed ?, I doubt it would be removed free of charge, if it were a working line and to enable changes to the building to take place, you need it moving out of the way, you would have to pay to have it resited, if it's an unused dropwire and you just don't want it on your building , unless it's a safety issue, again it would almost certainly be charged for work, and even getting a 'visit' arranged could be difficult if there isn't an associated account with a service provider for the address in question

I have not been using bt line for a number of years now, it was causing vdsl interference to my amateur radio station, it was reported to ofcom and i changed to underground fibre from another provider.

Iniltous, it used to be the Network in NI was still managed by BT Retail and not Openreach.

Although since Openreach became Openreach Ltd the Engineers in NI have now become part of Openreach and no longer BT.

No ones entirely sure for the reasoning behind it but there will be one.

You would need to contact Openreach, click this link it explains what can be done and how an order can be placed to get the cable removed.
