Telephone line in block of flats

I live in a private 1960s block of 34 flats with telephone wiring running through the communal areas wit’s a mess of junction boxes  located in a few communal cupboards.  It doesn’t look like much has been updated for 40+ years.  The telephone line is the only source for the internet and the mainly retired lessees/residents have limited funds.

1. Who is responsible for the existing cable and junction boxes?

2. How can we improve broadband access without paying a fortune?

Welcome to this user forum.

Openreach look after the network, and its up to individual customers to contact their Service Providers, if they are getting a poor connection. Openreach will only act if they get complaints from Service Providers.

I assume you are having connection problems, who provides your phone and Internet connection?

Openreach are responsible up to the NTE.

It may look a mess aesthetically, but unless there is obvious corrosion it will be perfectly fine electrically.

Its even worse in some business centres, especially if businesses are spread over multiple floors, and each room has multiple past occupants, and the pair records do not exist.
