Well, as I mentioned, thank you for the answer, but if you would like to get some feedback is that things like that, made me quit the BT sport package. Price too much, not able to watch on my second tablet and having that plus now tv, makes it impossible. For not even all EPL games.

The mobile-only subscription has been around and worked like this for a few years now. It is considered an incentive for some mobile subscription packages - it's not the full product.
Giving the full product away as part of a mobile subscription would be cannibalistic - BT would lose BT Broadband and BT TV customers, which would drive up the cost of BT Sport even more.

I understand in your case that you see your Surface as being a tablet, however we can't tell the difference between that and a full size laptop/desktop, or even a web browser on a Smart TV.

Things may change when TNT Sports launches later this year, but for now what you see is what you get.
