They are not BT cables, they will be Openreach cables

Welcome to this user forum for BT Retail phone and broadband customers.
The cables belong to Openreach and is nothing to do with BT Retail.
And yes, Openreach are allowed to run "Flying Wires"

With many Alternative Networks chosing to use Openreach poles to make their own construction costs minimal, there are plenty of overhead ‘wires’ that don’t belong to Openreach either.
