As you can see, there is a waiting list for VDSL.
All you can do is to order a phone/broadband connection, and once its active, keep checking that form using your BT Phone number, and as soon as it shows "available" on the checker, then place an order to upgrade to Fibre 1. You will only get Fibre 1 speeds, so there is no point in paying for Fibre 2.
Meanwhile, you may find that the ADSL2 estimate is on the low side anyway, and you may actually find that its faster that expected.

The FTTC cabinet that you were connected to had no spare ports, when you cancelled you freed up a port and someone local then upgraded and took the last remaining port, now there's a waiting list.
All you can do is sign up for the 1 mb ADSL and wait for a free port, check weekly with your provider and when an upgrade is available jump on it and raise an order for FTTC.

Quite possibly, but you need to enter your BT Retail phone number into the checker, to get an accurate result.
If you do not have a BT Retail number, then you would need to get one.
Try placing an order for fibre 1, with BT right now.
