Yes you can, you'll need to set RF Out to On in settings but be aware that if you have Smart mode enabled in Standby Mode when your box goes into deep sleep the signal to RF Out will be lost. To prevent this set it to Always Ready Mode or set Smart Mode to match the times that you won't be watching the other TV.

Yes you can do this - but it'll only pass the Freeview channels to the TV upstairs and you have to ensure the RF Out setting is set to On and the power save isn't activated when you want to use the upstairs TV.
Alternative is to use an amplifier splitter of the aerial cable before it goes into the Youview box. That way you can also have an aerial signal into the downstairs TV so you can use its internal tuner when the Youview box is recording multiple programmes.
