Unable to watch some programs on catchup

Is there a reason why some programs can't be viewed on catchup whilst others can? The news is rarely viewable, but sometimes a program can be viewed only on a '+1' channel. It just seems to be largely random.

All content on catch up services is selected by the broadcasters and not BT.

And are also depends on the rights the broadcaster has to show the programme. For example, live sports is often not available on catch up and while although the highlights programme may be made available on catch up, it may not be until until several hours or the next day afterwards.
