I am TRYING to find a new hotspot but my Smart Hub has saved a L O N G list of old Wifi Users and I need to delete them and refresh the list. I have tried twice a Factory Reset but the list remains.
PLEASE how can I delete/refresh the list on my BT Smart Hub and have a 'clean' slate.

A factoty reset should have removed the list of old connected devices.
Are you sure its not just your device which has saved the connections?
Are you sure you are performing a full factory reset and not just a reset.
You need to press a pin into the recess button on the rear for about 20 seconds.

Where are you seeing this list of devices?
I don't see the connection between you trying to find a new hotspot and the BT Smarthub having saved a long list of old wifi users. They are two different issues.
You would not be using a Smarthub to find hotspots and any device such as a smartphone or laptop would have the list of wireless hotspots/routers that it had connected to stored on the device.
Is it that you are wanting to deleted the list of devices that have connnected to the Smarthub so that they can not connect again or is it to delete the list of wireless hotspots your device/smartphone has connected to and are stored on the device/smartphone/laptop?
