I want to know why i'm unable to get fibre even though my cabinet is fibre enabled please

it does not look like cab 83 on Bradford exchange is fibre enabled although the exchange is your checker results will probably confirm
you would need to get in touch superfast west yourkshire and ask them when your cabinet will be fibre enabled

For all ADSL and WBC Fibre to the Cabinet (VDSL or G.fast) services, the stable line rate will be determined during the first 10 days of service usage.
This line is on a Market B Exchange.
In order to be eligible for handback, downstream speed should be less than Downstream Handback Threshold values.
Throughput/download speeds will be less than line rates and can be affected by a number of factors within and external to BT's network, Communication Providers' networks and within customer premises.
The Stop Sale date for Datastream is from 30-Jun-2012; the Formal Retirement date for Datastream is from 30-Jun-2014. The Stop Sale date for IPstream is from 31-Jan-2013; the Formal Retirement date for IPstream is from 30-Jun-2014.

just as I said - the dslchecker results confirm your cabinet is not fibre enabled and I would contact superfast west yorkshire and see if they can give you any estimate of when your cabinet is likely to get upgraded
As @imjolly has said, you need to take it up with https://www.superfastwestyorkshire.co.uk/ .
Personally I expect you'll be waiting for Ultrafast deployment via FTTP.
As Virgin Media are providing a service to your postcode it could not be included in the Superfast West Yorkshire & York plan under state aid rules and the use of public money.
There is currently no plan to upgrade Bradford cabinet 83 at this time.
There is BT’s Community fibre partnerships scheme and there is more information here https://communityfibre.openreach.co.uk/ which you may wish to consider.

It's nothing to do with BT Retail or any ISP that you cannot get fibre broadband as that decision is up to openreach at least you have virgin fibre whereas many do not have that choice
