How can I access youtube on the package as we had it before and my brother has learning disabilities and is going crazy I havent got a tablet or computer to stream these to my tv what can I do

What package did you have before? It's never been available on youview boxes if that's what you're trying

It may have been on the box that EE use for their tv service then but like I advised earlier it's not available on youview boxes, can be watched on other devices if you have them

Does your brother have a "smart" internet connected tv? If so, along with many other well known sites, YouTube is available on their app which can be downloaded.

I dint think it is it is a Toshiba but theres no guide so I'm not sure how to do it
