Cannot register a device

I was hoping a moderator to contact me to help reset my Device Management section.

 

I've had the issue described where I cannot register a device that had been registered for 3 years - due to using C Cleaner.

 

I now cannot add a 2nd device for another 15 days - I was hoping a moderator could help me around this as I really would like the 2nd device set up ASAP, considering it had been on the account for 3 years.
