EOL what are the options?

Hi, 

My parents live in a development of about 20 houses built in the early 90s. They are what I believe are connected straight to the exchange and don't have a cabinet. What are their options for fibre broadband? It is possible to request somehow FTTP and does anyone know costs etc? They are about 4 miles from the exchange and get 1.6mbps its not great for them. Thanks!
