Exposed wires outside house

I have these exposed wires outside my flat. The grey wires go inside my flat to an old Telewest broadband box and the black wires go to the flat upstairs. Presumably  BT responsible for maintaining this? If so can someone advise on how I can get   an engineer organised to repair it. Thanks

It wouldn't be BT under any circumstances, it would be Openreach. However, if the cables go to a Telewest box it is not Openreach's cables.  It will be the responsibility of Virgin media.
