Locked-down indoors, bored stiff during the Pandemic. I'd give the dynamics of my, now 'Fibre 2' a shake-out, again.
I started off with 8M ADSL. Subsequently, I was offered a free upgrade to, now FTTC Fibre2 80/20.
Home Hub 1.5 to OR Modem & Home Hub 3B. 8Mbps - 80Mbps, in one step.
So, to the whinge.
Never seen anything over 10Mbps UPLOAD SPEED. Download RJ 45 75'ish Mbps, 100yards from the Cabinet.
Reported it a couple of times. Given the dismissive standard replies.
Uploads not guaranteed. My Security Package, my PC, Browser Extensions, slowing my system.
I have a current laptop. Compatible with contemporary trends.
At a recent '24month contract', I was informed that I didn't qualify for a new Smart Hub 2.
Currently, running with the original OR Modem & HH 3B; which I've 'hard & soft reset' rarely.
Could I just be on on the wrong config, all this time ?
Who do I contact to check my config ?

An Openreach modem isn't an ONT, an ONT is an Optical Network Terminal for FTTP.
Those aren't 'configs' they are bands which DLM imposes if your line is unstable in an attempt to stabilise it. If you have performed 'hard and soft resets' many times, you have probably triggered DLM into taking action as it would see that as a fault.
Presumably your Openreach modem is locked and thus unable to provide line stats to see if they shed any light.
unfortunately as you are using a modem (not an ONT) all the meaningful stats are held in the modem and not the HH3 so difficult to get much information on your conenction

10Mbps Upload is slow, but ISPs don't guarantee upload speed, 75ish Mbps Download for 80Mbps sync is about expected allowing for the extra overheads.
Well there you go, nothing to complain about, you were getting 80Mbps Down and 16.99Mbps Up on the 14th July
Not seeing Upload 16.99 Mbps, on my local side of the Home Hub 3B.
HH3B is probably faulty ?
An expensive change-out option., to prove a faulty HH3B.

I'm going to 'speed test' off a couple of my neighbours BT Hubs. Same wiring.
In regard to the Broadband Speeds 14/July/2021. I was out that day.
the connection speed is 80/16.99mb to your hub there is no guarantee of download or upload speed at a device
I'm not seeing the 16.99Mbps. Especially the 16.99Mbps on the RJ45 sockets of the HH3B.
I take it that the BT Stats are extracted from the HH3B internals. It's not mechanical interface testing.
Remote Testing, is no testing at all.
If nobody comes through my door: no test has been done !
I shall continue my quest to seek the 'Upload 16.99Mbps Holy Grail'.
