FTTP Installation

I was delighted to read of a "Rural Broadband Trial" in my village

Open Reach spent many months installing fibre cable and there is a new terminal box outside most houses, including mine.     I saw an awful lot of fibre optic cable installed.

Therefore, when surveyed for my fibre install, I was rather surprised to hear they need to dig up 80m of pavement, parallel to what has just been installed earlier in 2020.     

They have even marked up the pavement, just about 50cm  from the existing route.  

Is this normal ?        Why would this occur ?

You need to ask Openreach, this is a BT forum and has no connection with Openreach.

My contract for provision of fibre broadband is with BT & I believe I'm only permitted to contact them.   So it has everything to do with BT.

It has absolutely nothing to do with BT Retail. Openreach install and maintain the network for all ISP's. If you do not wish the work to be done then don't buy the service.
