FTTP to a new build apartment block

Hello, 

I'm moving into a newly built apartment block so when I search the new address on BTs postcode service checker the FTTP service is apparently unavailable.

However, the building is confirmed to have the FTTP connection The current recommended provider is 4th Utility.

If the connection is already set up, can BT provide me with an FTTP broadband package?

No, if it is 4th utility that has provided the infrastructure it will have no connection to the BT network.
