Fibre Optic Cable

Can anyone tell me if I can buy fibre optic cable for Bt/Openreach? I am going to complete some garden work and would like to run some new cable to a preferred location so when full fibre is available I won't have to re do ground works to allow this.

Openreach won't accept any fibre not installed by themselves. Why not just provide the duct with a draw rope to allow Openreach to pull in their cable.
