My house has a wire for a neighbour going over our garden. It is unsightly and, when my kids are playing games in the garden, their balls and hoops often bang up against it. There are alternatives open to BT to wire this over public footpaths, or provide a different connection. How do I get BT to move it? Do I have any rights?

This would have nothing to do with BT. The network is provided by Openreach.
You could ask Openreach to move it, but its likely to cost you money.
