You would need to ask Openreach.
https://www.openreach.com/help-and-support/questions-about-fibre-availability
The Openreach website will tell you what is available and there is an option to inform you when Fibre is available or shortly becoming available. There is no fibre in my area ATM despite the local telephone exchange being fibre equipped for quite a long time.
A few months back I checked the Openreach website and asked to be informed of fibre availability. Then very shortly afterwards in July I received an email telling me that up to 1 Gbps fibre would be available in about 6 months time. Full superfast fibre and not the standard low speed fibre.
Roll on early next year and goodbye to 6 to 7 Mbps down connection speeds.
Your upload does seem very low, double check your router connection page to make sure that it is ADSL2+ because after migrating to BT mine was only ANSL1 which limits the upload speed. That is a speed test so your connection speed could be over 8 Mbps which would mean it could not be ADSL1. Worth verifying though. G992.1 is ADSL1, G992.3 is ADSL2 and G992.5 is ADSL2+.
Enter your phone number and post results so can see what is available to you. Delete number before posting
