I currently have a BT package that is out of contract, we are moving home soon and I want to transfer it over. Do you know if when I transfer it over, does it renew the BT package we have into a new contract at the new house, or does it keep it out of contract?

Why not complete a Home Move form and see what the system suggests. You can always cancel the HM request or simply not complete it.
Alternatively, using this information, you can call and discuss:

If you remain on the same package you can move the services without renewing the contract.
If you change the package, it will come with a new 24 month term unless it's a forced downgrade.
If the property needs an engineer visit this will cost you, BT will normally waive the fee if you renew the minimum term.
No matter what option you choose, the line rental element will renew for 12 months on all home moves.
After donning my glasses, I re-read the first post at the invitation of the OP, @codykullar, in which we see mentions he/she is out of contract.
