Why can't BT/Openreach provide rural users with aggregated line services(more than 1 line and/or medium) to increase the total available capacity to a single property?

If you are a business customer there is the hatteras box which will combine a number of broadband lines to give an increase of speed

I thought that it might be available via this 

Broadband for Working from Home | Second Line | BT

 

However that invites customers to install  a second discrete line...
