Why can't BT/Openreach provide rural users with aggregated line services(more than 1 line and/or medium) to increase the total available capacity to a single property?
They can if you are prepared to pay for two or more lines!
If you are a business customer there is the hatteras box which will combine a number of broadband lines to give an increase of speed

You would need to contact BT business to see what options are available.

However that invites customers to install a second discrete line...
