Super slow download speed

Hello!

This might be a stupid question but i am really beginning to lose my mind.

According to the Hub manager our ADSL downsteam is 7.128 Mb/s and upstream is 1.092 Mb/s

And while using the BT Wholesale Speed test im getting 3.41 Mb/s 

Despite all of this, during the middle of the night & with my computer being the only device on with a Ethernet cable i can only get speeds of around 700 Kb/s rarely going to 800 Kb. 

Is this really the fastest speed i can get?

Can you post hub connection stats

run btspeedster and post results. Must be with Ethernet connection direct to hub - no powerline adapter.     https://speedtest.btwholesale.com/
