What is this box?

Hi, 

I’ve found a box like this on my wiring. It’s seems really old and has the incoming wire attached to 2 screws and then the internal wire which connects to master socket A and B attached to another 2 screws.

Could this box be the reason why I suffer from high ping and slow speeds?

as long as no corrosion on terminals that is normal for connecting incoming openreach wiring to internal home wiring and should not affect your connection

Its a GPO Block Terminal 20/4 fitted with dummy fuses and will have absolutely no impact on your service whatsoever as long as there is no corrosion as @imjolly  says.
