Try a single disconnect of the broadband connection into your home hub for about 20 seconds, then connect it back up again, and see if it improves.

It not unusual on an ADSL connection, to get a burst of interference that affects the upload speed, without affecting the download speed.

Upload speed allocation is in the low frequency portion of the allocation, so is more likely to be affected by interference which causes the connection to drop to a very low speed.

Disconnecting the line will cause it to re-connect at the normal speed.
