I am trying to setup a nextcloud server and need to make it so it "always use this ip address" but when i set it from "no" to "yes" and save, when i reload the page its back to "no".

You need to "Save Changes" once you mark it yes, reloading the page will just show you what it was set at before.
Are you actually saving the change when you do it?
Not a problem, just don't use a DHCP address.
Addresses from 192.168.1.64 - 192.168.1.253 are all in the DHCP pool, meaning they are there for use with dynamically assigned IP addresses.
Addresses 192.168.1.1 - 192.168.1.63 are for you to assign manually when a static IP address is required, this you set on the device itself. Just make sure you manage your static addresses carefully, one IP address = one device.
Personally I steer clear of anything between 192.168.1.1 - 192.168.1.10 for servers as I reserve them for (e.g) access points, it's not necessary, I just like to keep things tidy

Dont use DHCP isnt a fix for the firmware not allowing you to reserve a DHCP address.
