stay fast guarantee level keeps dropping

has anyone else seen that the guaranteed broadband speeds from BT continue to drop .. so we are paying more and BT is promising less 

arent we paying all this money to have faster speeds ?

what i am saying is i am pretty sure my guaranteed minimum speed was 43  on renewal it seems to be 37 .. is that so bt can wiggle out of their cash back guarantee .. why not make it 1
