The problem was buffer bloat. Seems to be more of a problem where upload speeds are capped at 1Meg (ADSL).
Problem solved by replacing bt hub with a router that has Q o S and can prioritise device upload/download speeds.

So the way this was fixed was to NOT use the BT hub? This is hardly a decent solution BT is it.
