BT4600 not ringing, diverts to voicemail, tells caller no space for messages [when its empty]

Hi

About three months ago, I bought the 3-handset BT4600 for my elderly parents and its been working fine up until two days ago. Now, when anyone calls the name or number comes up on the handset, but the BT4600 does not ring [even though the ring volume is turned up to max, I checked], it diverts to voicemail and tells the caller there is no space for messages [when it's empty, I checked]. 

I looked at the handbook and checked the forum but could not spot anything exactly like this - any ideas what is going on or how to fix it, or do I have to return/replace the handset? 

Any help much appreciated!

have you checked 1571 in case that has messages and is full

when you dial out do you get a normal ring tone or more like engaged tone?
