Randomly yesterday my by hub 2 stopped working correctly.
it is making a very high pitched whining noise when powered and turned on, the light stays green and turns off every 30 seconds before starting again.
I’ve tried everything I could think of, unplugging it for a bit, changing what socket it was plugged in, triple checked all my wires and sockets and even tried a factory reset to see if that helped. Nothing worked and I’m at a severe loss.
is there anyone who can help me or point me in the direction of getting help?

That sounds like a possible failure of the plug in switched mode power unit, or the internal voltage regulator.
Assuming you are still in a contract, you would need to ring BT and ask for a replacement home hub.
