For the line being replaced with FTTP there is no need to touch the existing copper ‘line’ , the location of the new FTTP ONT doesn’t have to be where the copper service NTE is , but obviously there are limits, they won’t spend hours running new ( optical ) cable etc to a difficult to reach location , but if what you want is reasonable they do it , if it’s unreasonable they won’t ,
