Faulty electrical broadband wire

I got an electric shock off a faulty broadband plug cable,I've rang openreach but they said I have to book in the fault with BT,I rang BT but the A.I said it detected no fault,it wont as its electrical,the connection is spliced,wires are exposed,the sleeve is broken of which i didn't know until i plugged my doorbell ring back in and i got a slight shock,does anyone knoe of any numbers of people eho can organise for an engineer to come out please.

What exactly is a faulty broadband plug cable ? are BT your provider? , what door bell wiring are you referring to ?
For clarification, the voltage on PSTN is 50v DC , that’s if you still are on PSTN , you can touch this it won’t deliver a shock , FTTP has no voltage it’s optical , so whatever delivered a shock to you is not likely to be anything to do with Openreach (not BT) if you think it’s network related, if you have a doorbell that’s wired , rather than WiFi , how do you imagine this is BT problem ? 
Obviously if you have broadband, the router is mains powered , are you saying the router via some mysterious pathway gave you an electrical shock from your doorbell  ?, perhaps you can explain on much more detail

Your post is not very clear.  Exactly what did you get the shock from?  Was it the doorbell, one of the mains plugs, (in which case which one), or the phone wires?
