Is FTTP already available in the area? If not suppling FTTP would be very expensive.
You are misunderstanding how fibre and broadband is provisioned.
Fibre is not supplied to a property on the off-chance that a service will be required, rather it is provided as a result of an order for service. Its not like water or electricity.
As already stated , if the area is served by a retro fitted OR FTTP scheme ( so copper and fibre ) if you ordered service yourself ( assuming the property is sufficiently ready for that , like the power is on etc ) the fibre would be installed from outside to in, if you don’t want to do that , the new occupants could do it for themselves, but FTTP isn’t fitted without an order for service unless it’s part of a reasonable size new build development where the builder/developer has a contractual relationship with OR , suppling equipment and the specifications for building the external lineplant etc, one off buildings are not usually part of the new build process
