Full fibre

Two of my neighbours have had full fibre installed into their premises but the existing copper cable has been left in situ. so they now have two cables entering their property from the distribution pole.  Is this normal??

some installer remove existing copper others just leave it

I had full fibre installed a few months ago and opted to go for digital voice instead of my landline, BT sent me the two Digital voice handsets at the time and when the FFTP was installed the copper line was taken down. I then tried to set-up digital voice with no luck only to be told by BT that Digital Voice is not yet available in my area!!!! I lost my landline and number!!!!!. I mainly use my mobile anyway but there are several of my contacts that used to ring me on my landline - bit of a nightmare.
