Clearly you weren't dealing with millions of customers as Openreach are, a whole different ballgame. I'm afraid it is not realistic to expect every installation to be individually surveyed and discussed beforehand.

Every address is surveyed externally before the FTTP network is provided , there is even a summary of the type of installation and any likely difficulty the address will have available on line , so there is no ‘turning up and winging it’ , obviously some things can’t be predicted such as an external duct to the home being blocked and not discovered until an attempt to use it is made but generally any difficulty is noted in advance and the appropriate installation method (one or two stage installations ) used .
If every address was pre inspected internally before the the actual installation is programmed then the costs of that visit need to be paid for , adding unnecessary costs to the ISP when it will be a tiny percentage where this pre visit is useful, no Alternative Network provider does this , if they did the added costs would make them a less financially attractive proposition, requiring just Openreach to do this and bare these costs ,  when they already have more costs than the opposition would be inequitable, what’s more if no agreement can be reached as far as the work needed within the home , the order can always be cancelled, no one has ever been held down by Openreach while some work was completed against their will, if householder doesn’t agree the work isn’t done , can’t really be any simpler than that.


As fas as the apparent imposition of adding  a FTTP installation to the (necessary) DV migration, although it may not look like it , the FTTP part can be refused , the DV migration still taking place, albeit possibly rescheduled , although anyone doing that is simply delaying the inevitable, no one can refuse FTTP forever , that point in time  is not here yet though , and won’t be for quite a few more years .

The latest Adtran, (a 611 I believe), installed for me 4 months ago sticks out 2.5cm

Putting things in perspective 

Openreach sub contracts 

Each sub contractor is expected to fully install Full Fibre within 2-4 hours 

Sub contractors are paid by the job.

That's why you often see rushed and botched installations 

You'll probably find what you want and what you get are not the same

Bear in mind you only hear the bad news on forums, not the good news.

Not all installs are sub contracted.

And even if they are sub-contracted, they’re not necessarily poor.

Mine was done by a guy from Quinn’s and he did an excellent job.  (And, trust me, as ex-trade I’m not easily impressed).
