If the CBT ( or CBT’s ) are attached to the wall , much like an External copper pair DP’s ( distribution points  ) then obviously an individual optical cable needs to be run from the wall mounted CBT to the individual flat/apartment , it would be the same for a property fed with a copper pair cable from an ‘E’ type DP.

There are a couple or three things that seems unusual, there are what appear to be  ‘flying wires’ on the image you posted entering from the right , but the image isn’t clear , are they drop wires from a nearby pole ?,

If the CBTs are wall mounted , strictly speaking ‘permission’ should have already been sought ( and granted ) by those with ownership/ management responsibilities for the building, so if permission were granted for the blocks to be wall mounted , it’s weird to object to the associated cables that need to be ran from the blocks to provide service.

Generally the ‘new’ FTTP network mirrors the existing copper pair service , so if overhead from a pole , the FTTP will be from a pole , if the copper pairs are from external wall blocks , the CBTs would be wall mounted ( which apparently is the method employed here ) but there is no visible evidence of any copper cables on wall currently , and TBH , it looks like the type of MDU that would have an internal copper pair DP anyway , and  that would mean to get FTTP into the building it would need an internal optical network providing , which is something of a bespoke installation and not normally done as part of the normal build that provides for the ‘regular’ SDU’s and small MDU’s ( where each flat has its own external front door opening onto the street generally these small MDU don’t have ‘internal’ wiring but are served the same way as the SDU’s in the area.

if you zoom in the box on the right looks like the old copper DP. Possibly a BT41a.

The box on the left looks like a 12 Port CBT. It’s evident from the Cable Clamp above it as well.

Looking at the picture it’s not so much cladding but that Insulated stuff.

I’ve drilled through that stuff several times. Not normally an issue.

The problem with it is sticking a cable to it, you can use ordinary cable cleats, won’t hold.

You have to hammer these plastic plugs in and the cable secures to them using a cable tie. Works but I won’t lie, it looks like s*** as you can keep the cable straight and tight against the wall like you would a brick wall you can hammer into.
