Openreach Scheduling

Can someone explain how Openreach schedule their works which might help me understand the following?

I ordered fttp (through BT) on 20th October, the day (possibly within the hour!) of fttp becoming available. My install type was KCI 2 Assure, and I was given an externals date of 14th November and installation date of 23rd November, which I'll admit I was a bit disappointed over the prolonged time.

I've just seen Openreach working in the chamber outside my house with rods so I hoped they were starting early, but they tell me they're doing the externals for my next door neighbour. However, I know my neighbour only ordered a few days ago, also through BT, was also a KCI 2 Assure installation, and on the same CBT in the same chamber. We're on the same duct (both showing as UG Congested), I'm about 5m from the chamber and he's about 15. There's nothing to indicate my installation would be any more complicated than his and even the OR engineers agree.

So, in short, why am I left waiting 4 weeks for my externals whilst my neighbour gets scheduled within a few working days?

Please - why has this been moved to Billing? It's specifically about installation of fttp which is why I posted it there. Plus, the questions I've now got following my discussions with the BT fttp connections team really belong there.

Well, I managed to get through to the BT fttp connections team who told me that my initial order was rejected by Openreach for reasons unknown; somebody (within BT) had tried re-submitting it numerous times since then but it was just getting rejected again (presumably because nothing was getting changed for it not to be rejected).

The helpful BT lady I spoke to was advised by her supervisor that my existing order would need to be cancelled, and a new manual one raised (which I guess/hope means any problems with the order can be addressed at that point). I was told I'd be called back either this afternoon or tomorrow (Tuesday) to confirm the order had now been raised, but since then I've received an automated text message from BT saying they will be calling me back on Wednesday morning... "as we agreed" (no we didn't!)

It's frustrating having already waited 11 days with an open order that was clearly going nowhere from Day 1, and now having to wait for a new order to hopefully be raised, assuming they can get to the bottom of whatever reason Openreach's systems wouldn't accept it in the first place. For now, the only progress has been that my original order has now been cancelled.
