How are you measuring packet loss & how severe is it?
Have you checked for updated drivers for the network card in the PC & checked it's sett for full duplex & Gb?

not too clued up on it but been pinging servers as per my friends instructions, plus In game (apex) there is a packet loss figure, 0 by default however jumps to over 100 when the spike happens

Pinging servers and the ingame packet loss notification are useless as they don't tell you where the packet loss is happening.
Is it the BT network?
Is it the peering network?
Is it the gaming servers?
Have a read of this then download and install pingplotter.
