Normally replacing the cable from the pole to the house is easy. The cable feeding up the pole from the street is another story. It is that cable that was the reason I had unreliable service for over 10 years despite numerous visits that failed to find the problem.
Then we got a new pole with new cable for another reason, and as if by magic the fault disappeared!
The lesson from this is that it is quite possible that issues which are hard and difficult to fix may often get ‘overlooked’.
