DSL is rate adaptive, your line conditions will vary continuously due to weather, temperature, crosstalk etc.
It is expected to vary with a reboot.
Do not keep rebooting your router as you will invoke the wrath of DLM which will consider the reboots as a fault and reduce your speed to maintain a stable connection.
