Is it possible to have 2 sims wth the same mobile number - i.e., nano sim for smartphone and micro sim for non smart phone, so I can still be contacted and contact others in places where I am not permitted to use a phone with a camera for safeguarding reasons?

You could get an adapter which will allow the one sim to be used in both phones but it will of course mean taking the sim out of one phone and puting it in the other phone in order to use it.
The adaptor costs about £1. on Amazon.

You can not have two sims with the same number.
The only other way would be to have a call divert from camera phone to the phone that you are allowed to have without a camera.
This would mean divert charges and obviously two phone accounts. Any outgoing calls on the non phone camera would be on that phone's number.
